Chapter 3 begins section 2 from Hebrews which considers how Jesus is better than Moses and the promised land. The writer of Hebrews calls us to consider Jesus as our Apostle and High priest, consider that He is greater than Moses and consider what it looks like to hold fast to Jesus with confidence.
